Insurance Advisory Committee · Meeting of February 25, 2026

Milford's Insurance Advisory Committee approved a 9.9% renewal rate for Blue Cross Blue Shield medical plans for 2026-2027. Chair Peter Filosa led the unanimous vote on HMO Blue NE, Blue Care Elect, and Access Blue plans, with the committee noting this rate aligns with similar municipal renewals in the market. The committee unanimously approved a 3% increase for the self-insured Blue Freedom dental plan, attributed to higher administrative costs and greater utilization.

The Hartford will replace Colonial as carrier for critical illness, accident, and short-term disability coverage, offering lower rates and guaranteed-issue enrollment with an employee portal. The panel agreed to evaluate the Group Insurance Commission further and scheduled a follow-up meeting for early April or May.
